Start with housing – it will usually be the biggest cost
Portugal is not one rental market. Lisbon, the Algarve and other high-demand areas can cost substantially more than smaller cities and inland regions. As a market reference, advertised rents in July 2026 averaged about €17.7/m2 nationally, while Lisbon was around €23.5/m2. These are asking-price indicators, not guaranteed transaction prices. A 70 m2 home at those reference levels would be roughly €1,240/month nationally or €1,645/month in Lisbon before utilities.
Budget for move-in costs
Do not plan only for the first month’s rent. Depending on the landlord and contract, you may need rent in advance, a security deposit and possibly other guarantees. Temporary accommodation while you search can also add significantly to your first-month budget.
Monthly living-cost categories
- Housing: rent or mortgage plus condominium costs where applicable.
- Utilities: electricity, water and gas where used; consumption and property efficiency make a major difference.
- Connectivity: home internet and mobile plans.
- Food and household shopping: supermarkets, markets and occasional eating out.
- Transport: public transport, fuel, tolls, parking, insurance and vehicle costs if you drive.
- Healthcare: private insurance or out-of-pocket costs where relevant to your circumstances.
- Administration: translations, document certification, professional services and other one-off setup costs.
- Leisure and travel: restaurants, entertainment and trips home.
Use a planning buffer
For a relocation, keep an emergency reserve rather than budgeting to the exact euro. Housing delays, replacement documents, temporary accommodation, deposits or unexpected travel can quickly change the first few months.
A simple way to build your number
Create three budgets: (1) one-off relocation costs, (2) normal monthly living costs, and (3) a contingency fund. Then price the move using your intended Portuguese city, household size and lifestyle rather than relying on a national average.
